It appears to be built with factory Ford parts. My son and i were going to restore but I talked him out of it. Too big a project for me!! No doubt this will be the only one at any car or truck show!! The suv has 3 seats ,rear heat n air. 4x4 automatic power windows, tilt, 351 W fuel injected runs on starting fluid for 20 seconds at a time. I would say fuel pump is locked , relay ? who knows. SUV was last driven in 2008 according to Mn license plate.
